2. Educational Qualification:
Secondary School Examination pass certificate of 10th standard with
passing marks in Mathematics and English (having been studied as
compulsory or elective subjects) conducted by any recognized Board of
School Education by the Government of India/State Governments/ Union
Territories in India shall be a mandatory educational qualification for
all approved categories of Gramin Dak Sevaks.(Referred to in Directorate
Order No 17-31/2016-GDS dated 25.06.2018). The Candidate passed Xth
class examination in first attempt will be treated as meritorious

3. Time Related Continuity Allowance (TRCA): BPM
- Rs.12,000/- (Minimum TRCA for 4 Hours/Level 1 in TRCA Slab) &
Rs.14,500/- (Minimum TRCA for 5 hours/Level 2 in TRCA slab) - ABPM/Dak
Sevak - Rs.10,000/- (Minimum TRCA for 4 Hours/Level 1 in TRCA Slab)
& Rs.Rs.12,000/ (Minimum TRCA for 5 hours/Level 2 in TRCA slab)
4. Job Profile:
a. Branch Postmaster:
i. The Job Profile of Branch Post Master will include managing affairs
of GDS Branch Post Office, India Posts Payments Bank (IPPB) and ensuring
uninterrupted counter operation during the prescribed working hours
using the handheld device/Smartphone supplied by the Department. The
overall management of postal facilities, maintenance of records, upkeep
of handheld device, ensuring online transactions, and marketing of
Postal, India Post Payments Bank services and procurement of business in
the villages or Gram Panchayats within the jurisdiction of the Branch
Post Office should rest on the shoulders of Branch Postmasters. However,
the work performed for IPPB will not be included in calculation of
TRCA, since the same is being done on incentive basis.
ii. Branch Postmaster will be the team leader of the GDS Post Office and
overall responsibility of smooth and timely functioning of Post Office
including mail conveyance and mail delivery. He/she might be assisted by
Assistant Branch Post Master of the same GDS Post Office. BPM will be
required to do combined duties of ABPMs as and when ordered. He will
also be required to do marketing, organizing melas, business procurement
and any other work assigned by IPO/ASPO/SPOs/SSPOs/SRM/SSRM etc.In some
of the Branch Post Offices, the BPM has to do all the work of BPM/ABPM.
b. Assistant Branch Postmaster: The
Job Profile of Assistant Branch Post Master will include all functions
of sale of stamps/stationery, conveyance and Delivery of mail at
doorstep deposits/payments/other transactions under IPPB, assisting
Branch Postmasters in counter duties using the handheld device/Smart
phone supplied by the Department. However, the work performed for IPPB
will not be included in calculation of TRCA, since the same is being
done on incentive basis.He will also be required to do marketing,
organizing melas, business procurement and any other work assigned by
the Branch Postmaster or IPO/ASPO/SPOs/SSPOs/SRM/SSRM etc. ABPMs will
also be required to do Combined Duty of BPMs as and when ordered.
c. Dak Sevak: The Job Profile of
Dak Sevaks will include all functions of viz sale of stamps and
stationery, conveyance and delivery of mail and any other duties
assigned by Postmaster/Sub Postmaster including IPPB work in the
Departmental Post Offices/RMS. However, the work performed for IPPB will
not be included in calculation of TRCA, since the same is being done on
incentive basis.He may also have to assist Post Masters/Sub Postmasters
in managing the smooth functioning of Departmental Post Offices and do
marketing, business procurement or any other work assigned by the Post
Master or IPO/ASPO/SPOs/SSPOs/SRM/SSRM etc. In Railway Mail
Services(RMS), GDS has to handle the work related to RMS, like,
closing/opening of bags, transport of bags from one place to other
manually and any other works alloted by the RMS authorities.

2. Only one Registration is allowed for one candidate. The same
registration number should be used for submission of applications during
the cycle to any of the circles. Mobile number mapping is mandatory for
Registration.Once Registered the same mobile number will not be allowed
for further Registrations of any other candidates also. registration
number can retrieve the registration number through option ‘Forgot
registration’. In case of any duplicate Registration is found by

D. Manager - MIS & ME
1. Qualification : Two year full time Post Graduate diploma /

science) or MCA from government recognized institute/ university with at
least 3 years of experience in designing and implementation of MIS and
ME for large development projects, preferably poverty reduction project.
2. Competencies : The person
should have, in addition to the above mentioned competencies, very good
documentation skills and should be very good at preparation of reports;
Proficient with Project software; Management Database Management
systems; website development and mana ement.
3. Pay Scale :Rs. 50,000/- to Rs.60,000/-

Note
1. The positions are purely contractual in nature and co- terminus with the project.
2. The total number of vacancies as indicated above will be filled up as
per the requirement strictly in accordance with merit. The number of
vacancies may increase or decrease, subject to requirement.
3. The candidate must be citizen of India.
4. Age limit of candidate is below 60 years at the time of joining.
5. All successfully recruited candidates will have to undergo probation
for a period of 6 months from the date of joining. If the performance is
not satisfactory during the probation period, concerned competent
authority may take suitable action, including termination of the
services of the successful candidates by giving a notice period of at
least three month.
6. Resolution No.-4684 dated 21-07-2017 of Urban Development &
Housing Department; Govt. of Jharkhand will be applicable on all

Development & Housing dept. will not be eligible for the selection
process.
8. The contractual engagement shall not confer any right or claim of

9. The department/Directorate reserves the right to cancel/postpone the appointment wholly or partly if so required.
10. The successful candidates will have to sign a contractual agreement
in the format prescribed by the Directorate, Municipal Administration as

1. No traveling allowance etc. will be admissible to the candidates for appearing in written exam/ interview.

of vacancies without assigning any reason whatsoever. Additional vacant

4. The list of shortlisted candidates will be uploaded on the website -

shortlisted candidates would have to appear in Ranchi for further
process of recruitment on the date and time communicated to them through

6. Any dispute arising out of, or connected with this contract
appointment on different vacant post conducted by Directorate of
Municipal Administration, Department of Urban Development & Housing,
Govt. of Jharkhand shall be resolved by the Director, Directorate of
Municipal Administration, Urban Development & Housing epartment,
Govt. of Jharkhand, whose decision shall be final and binding upon all
the parties.
7. Candidates after final selection may have to undergo training
programme. During the training, if a candidate is found unfit for the
post, s/he shall be removed & wait- listed candidates shall be
replaced after due verification.

How to Apply

2. After successful registration, candidate will get 6 digits numerical
user id and default password. Registered candidates are requested to
change their default password on immediate basis and not to share with
anyone.
3. Candidate already registered in past must login with their 6 digits

5. After login candidate has to fill all the required information.
